The direct answer
For a two-story house with a measured roofline or solid top-support point 17 to 21 feet above level ground, start your model-specific check with a 28-foot extension ladder. Werner's current height-selection material maps that support-point range to a 28-foot ladder. Its broader online guidance says extension ladders should generally be 7 to 10 feet longer than the highest support or contact point to account for setup angle, section overlap, standing limits, and—in the right application—rail extension above a roofline.
The phrase “two-story house” is only a search shortcut. A shallow-roof ranch with a walk-out basement can be taller on the rear than a compact two-story house at the front. Raised foundations, sloped lots, porches, dormers, retaining walls, and deep eaves can move the required size by an entire ladder category. Measure each work location from the exact place the feet will sit to the intended solid upper support.
Use 28 feet as a shopping starting point, not a promise. A 24-foot ladder belongs only when the measured support is within the maker's range; a 32-foot ladder becomes the next screen when the support point rises above the 28-footer's range. The exact ladder label and manual decide.

Measure the setup—not the house
- Mark the real foot location. Choose firm, level, clean ground with room to raise the ladder and keep it clear of doors, vehicles, window wells, landscaping, and traffic.
- Identify the upper support. Measure to the wall, roof edge, or other point that will support both rails equally. Do not assume a gutter, glass, trim, or movable surface can carry the setup.
- Measure vertically from that exact spot. Record the distance to the support point on every side you expect to reach. Do not reuse the front-yard number for a downhill rear elevation.
- Separate working from access. Remaining on the ladder to reach siding is different from stepping onto a roof. Roof access requires extra rail above the landing and a planned transition.
- Check the base distance. OSHA's construction rule uses an approximate 4-to-1 setup: the feet sit one unit out for every four units of working ladder length. Confirm the yard can hold that geometry.
- Add the whole load. Body weight, clothing, footwear, tools, and materials all count against the duty rating. A 300-pound label does not mean a 300-pound person plus tools.
Do not add three feet to a guessed house height and call the result done. The angle consumes vertical height, extension sections overlap, the top rungs are not standing positions, and roof access may require rail beyond the edge. Manufacturer charts combine those constraints more reliably than a single do-it-yourself formula.
When 24, 28, or 32 feet is the starting point

These are Werner's current support-point ranges, not universal dimensions for every ladder. On Werner's online chart, a nominal 28-foot extension ladder has a 27-foot average reach, while the D6228-2 and D1528-2 product literature lists a 25-foot maximum working length. Those numbers describe different things. “Reach” assumes a person's body and arm reach; “working length” describes the ladder; neither replaces the support-point calculation or the label.
The highest standing level matters too. Werner says the permitted standing level on an extension ladder is four rungs down from the top. Never turn a short ladder into a taller one by climbing above its label, stretching sideways, or setting the base too close to the wall. Roof access changes the calculation
Working from the ladder and stepping onto a roof are not interchangeable. OSHA's construction ladder rule says that when a portable ladder provides access to an upper landing, its side rails must extend at least 3 feet above the landing. If that extension is not possible because of ladder length, the rule specifies securing the ladder at the top to a rigid support and providing a grasping device. The rule applies to covered work, but its geometry is a useful warning for every homeowner: the roof edge is not the finish line when you intend to climb through it.
That extra rail must still leave the ladder within its permitted extension and overlap. It also has to create a controlled transition. Stepping sideways around a gutter, swinging a leg over the edge, or grabbing loose fascia is not fixed by buying a longer ladder. Roof pitch, edge condition, fall exposure, footwear, weather, and the work to be performed all belong in the decision.
If the upper transition cannot be stabilized, the base is not level, the job is near energized lines, or you cannot raise and secure the ladder without losing control, choose a different access method or hire an equipped professional.
A 28-footer is a handling decision too
At two-story sizes, transport and setup can become the limiting constraints. The fiberglass example below has a published approximate shipping weight of 59.5 pounds; the aluminum example is listed at 56 pounds. Those catalog figures are not promises about comfortable carry, and the long sections create leverage that a scale does not show. Measure the storage wall or rack, door turns, vehicle support, carrying path, and clear area needed to raise the ladder.
Inspect rails, rungs, feet, rope, pulley, guides, locks, labels, and hardware before use. Keep the ladder free of oil, grease, mud, and other slipping hazards. Face it while climbing, keep three points of contact, keep your body centered between the rails, and climb down to move it rather than reaching sideways. Never move, shift, or extend an occupied ladder.
Use the angle, not instinct
NIOSH identifies about 75 degrees as the proper extension-ladder setup angle and offers an angle tool in its Ladder Safety app. The familiar 4-to-1 estimate is a planning check: roughly five feet of base distance for 20 feet of working ladder length, or six feet for 24 feet. Use the label and the manufacturer's setup indicator where supplied; do not deliberately steepen a short ladder to gain height or flatten it to feel less vertical.
Material does not erase electrical risk
OSHA requires nonconductive side rails for covered work where the user or ladder could contact exposed energized equipment. That rules aluminum out in those conditions, but fiberglass is not a force field. Maintain required clearances, account for the full ladder while raising and moving it, and postpone the task if the electrical exposure cannot be controlled.

Who should skip it: Any roof edge outside the exact chart and label limits, buyers who cannot safely transport and raise a roughly 60-pound two-section ladder, or anyone treating fiberglass as permission to work near energized lines.

Who should skip it: Any location where the ladder or user could contact exposed energized electrical equipment, a setup outside the model's label limits, or a buyer who needs compact storage rather than a full-size extension ladder.

These paths are useful only after the measured support point fits the 28-foot category. If the site requires a 24- or 32-foot model, buy that calculated size instead of forcing one of these examples to fit. - Add the user, clothing, tools, and materials before choosing the duty rating.

- Measure storage, transport, carrying turns, and the clear area needed to raise the ladder.
- Inspect before use and stop for wind, rain, ice, soft ground, traffic, or an unstable transition.
Bottom line: a 28-foot extension ladder is the right first screen for many two-story support points measured 17 to 21 feet high. A lower measured edge may fit a 24-footer; a taller or downhill elevation may move the job to 32 feet or to another access method. Finish the decision with the exact site, task, ladder label, and current manual—not the number of floors.
