The direct answer

Start with a 20-foot extension ladder when the gutter or intended top support is 9 to 13 feet above the setup surface. That range comes from Werner's current extension-ladder height chart, which accounts for section overlap, ladder angle, standing limits, and—when relevant—rail extension above a roofline. The same chart lists a 16-foot extension ladder for a support point no higher than 9 feet.

That does not make 20 feet a universal answer. Walk-out basements, sloped lots, raised foundations, deep eaves, porches, and uneven grade can turn a “one-story” wall into a much taller or unusable setup. Measure each side from the exact spot where the ladder feet can sit to the solid upper support point. Then check the exact model's label and manual; ladder size, open length, highest standing level, and advertised reach are different numbers.

The one-sentence rule

If the measured gutter or top-support point is above 9 feet, a 16-foot extension ladder may already be outside the maker's selection chart; move to the model-specific 20-foot calculation rather than stretching, standing too high, or flattening the setup angle.

This guide covers working on the gutter while remaining on the ladder. Climbing onto a roof is a different task. OSHA's construction rule requires side rails to extend at least 3 feet above an upper landing when a portable ladder is used for access, unless the specified securing and grasping alternative is provided. That extra requirement can change the needed ladder length and the entire risk decision.

Measure the job, not the story count

  1. Choose the real foot location. Find firm, level, clean ground clear of window wells, shrubs, loose landscaping, doors, vehicles, and pedestrian traffic. Do not measure from a convenient spot where the ladder cannot actually stand.
  2. Identify a solid upper support. The ladder needs both upper rails supported equally unless the exact ladder uses a manufacturer-approved single-support attachment. A thin rain gutter is not automatically an acceptable structural support.
  3. Measure vertically. Record the height from the foot location to the gutter or intended support. Repeat the measurement around the house; grade changes can produce several different answers.
  4. Classify the task. Cleaning from the rungs, repairing the gutter, and stepping onto a roof are not interchangeable. Roof access adds rail length above the landing and a transition that should be planned separately.
  5. Check horizontal room. At the familiar 4-to-1 setup, the base sits roughly one foot out for every four feet of working ladder length. Confirm that the base can occupy that space without landing in a bed, driveway lane, or slope.
  6. Add the complete load. Body weight, clothing, shoes, tools, debris container, and anything carried must stay within the ladder's duty rating. Avoid carrying a bucket while climbing; raise materials by another controlled method.

If the ground is not level or the upper support is uncertain, the calculation has not failed—the site has told you a portable ladder may not be the right access method. Do not improvise with blocks, scrap wood, a box, a closed stepladder leaned against the wall, or an unapproved attachment.

The chart is a screening tool, not permission to climb. Werner also states that the highest standing level on an extension ladder is four rungs down from the top. Another brand or ladder design may label its standing limit differently, so the instruction label on the ladder controls. Why angle consumes length

An extension ladder does not stand vertically. OSHA's construction rule uses the 4-to-1 relationship: the horizontal distance from the upper support to the feet is approximately one-quarter of the working ladder length. NIOSH expresses the same setup as about a 75-degree angle and identifies incorrect angle as a major ladder-fall cause.

Use the ladder's label, manual, and angle indicator when provided. Do not make a short ladder “reach” by setting it too steep; do not create more apparent stability by spreading the base too far. NIOSH reports that the base sliding out from an incorrect setup angle is involved in about 40% of ladder-related injuries in the research it summarizes.

Do not make the gutter carry the ladder

OSHA requires the top of a non-self-supporting ladder to have both rails supported equally unless it has an appropriate single-support attachment. For gutter work, that means planning a solid contact point rather than assuming a formed-metal or plastic gutter can carry the setup load without deforming or shifting.

A manufacturer-approved stand-off may place the ladder against the wall or roof structure while bridging the gutter, but compatibility is specific. Telesteps describes its own tool-tray stand-off for its extension and combi ladders; Little Giant describes its WingSpan for compatible Little Giant articulating ladders. Neither statement makes a random accessory safe on another brand. Confirm the ladder model, attachment model, permitted contact surface, installation, and duty-rating effect in both manuals.

Move the ladder instead of leaning

Keep your torso centered between the rails. If the next handful of debris requires a side reach, climb down and reposition. NIOSH lists overreaching, carrying objects while climbing, and applying excessive force as examples of improper ladder use. Gutter cleaning combines all three temptations: a long roofline, a bucket, and stuck debris. The efficient plan is a series of short, centered work zones—not one heroic setup.

Stop for power and weather

Do not set up where the ladder or user could contact overhead lines or exposed energized equipment. OSHA requires nonconductive side rails for covered work where such contact is possible, but fiberglass is not a force field and does not authorize work inside required clearances. Wet rungs, wind, ice, soft soil, and a waterlogged debris load are also reasons to postpone or choose different access.

Who it fits: Werner's current height chart places a 20-foot extension ladder in the 9-to-13-foot gutter or top-support range. The D6220-2 adds a published 17-foot maximum working length, Type IA 300-pound rating, and fiberglass rails for buyers who have ordinary garage or rack storage.

Who should skip it: Homes whose measured support point falls outside the model and manufacturer's chart, buyers who cannot safely move and store a full-size extension ladder, or anyone assuming fiberglass removes the need to avoid electrical hazards.

Compact path for a measured lower gutter

Xtend+Climb 785P+

Who it fits: Xtend+Climb currently publishes a 15.6-foot ladder length, 12.5-foot safe working height, 36-inch closed height, and 35-pound weight. It is the storage-first path when those exact limits and the manual's support rules fit the measured setup.

Who should skip it: A setup that needs more length, roof access, a working load near 250 pounds, or work where aluminum could contact exposed energized electrical equipment. Its advertised reach is not permission to stand above the labeled limit.

The conventional 20-foot ladder is not “better” when it cannot be moved or stored safely, and the compact ladder is not “better” when its measured working limits are too short. The before-you-buy checklist

  1. Measure every gutter run from the actual foot location to the intended solid support.
  2. Decide whether you remain on the ladder or access the roof; do not blur the tasks.
  3. Use the exact manufacturer's height chart, open length, standing limit, and manual.
  4. Confirm enough level ground for the 4-to-1 setup and room to raise the ladder safely.
  5. Plan equal upper-rail support or a specifically approved attachment that avoids loading the gutter.
  6. Add user, clothing, tools, and materials; choose a duty rating above the complete load.
  7. Choose material around electrical exposure, then maintain all required clearances.
  8. Measure the storage route and confirm you can carry and set up the ladder without losing control.
  9. Inspect before use, keep three points of contact while climbing, and move the ladder before reaching sideways.

Bottom line: a 20-foot extension ladder is a sensible first screen for many one-story gutters between 9 and 13 feet, while a 16-foot ladder belongs only at a genuinely low measured edge. Use the house, ground, support, task, ladder label, and manual to finish the decision.
